Internet speed test includes an UPLOAD speed test. This used to be a Java Applet, but now it's a flash program. It lets you chose where to test the speed from. I think its a good app.The flash version works in both windows and linux.
These instructions were for getting the old, java based version to work:

Download Java(torrent) (http link)
- install jre
- add symlink to plugins dir
in ~/.mozilla/plugins create a symlink
ln -s /usr/java/jre1.5.0_02/plugin/i386/ns7/libjavaplugin_oji.so .
- restart mozilla/firefox
